| NATIONAL POLICY ON LIVESTOCK DEVELOPMENT |

The national policy on livestock development is laid down in the document on National Policy on Agriculture and Livestock 2003 - 2010, published by the Ministry of Agriculture and Livestock in January 2003.
The policy on livestock development is to mobilize resources to enhance nutrition by breeding mainly cattle, buffaloes, poultry, goats, and swine and other animals with breeding potential and new animal species and by developing related industries, to increase contribution to the national economy, to increase in come of low income earners, to increase saving of foreign exchange and foreign income earnings, to breed animals of high production capacity, to increase production of animal feed and to develop integrated a*re.

| POLICY GOALS / OBJECTIVES - CATTLE INDUSTRY |

The main objective is to develop cattle breeding for milk production. Accordingly, our main target is to produce our full requirement of milk and milk food locally within 10 years, cross breeding of the current stock of cattle and introduce cross bred cattle. Maintain the annual growth rate of national milk production at 8%, increase the daily collection of milk, increase cattle population, increase milk based products, launch a milk distribution program at divisional and municipal levels to increase fresh milk consumption, increase private sector interest for cattle breeding, and increase research on cattle industry and milk.

| POLICY GOALS / OBJECTIVES - POULTRY INDUSTRY |

To mobilize resources to remove the uncertainty prevailing in the whole poultry industry, turning poultry industry to be a profitable venture, development of poultry industry as small, medium and large scale ventures, expansion of export market, low cost production of poultry feed and medicine, popularizing country chicken, and ensuring state intervention for matching imports of day old chicks to market needs.

To make egg industry an economically profitable venture, increase egg production, increase profits for the producer, supply of eggs to consumer at a fair price, establish an efficient market system, introduction of new products and improvement of storage facilities, introduction of grading system and reduction of uncertainty of the industry.

To mobilize resources to provide meat and meat products produced with high quality and nutrition to consumers at fair prices without adverse effects on traditional social values, to eliminate illegal meat processing, to expand and simplify inspection and certification on meat and meat products, to modernize meat sales stalls, to increase production of meat products of high demand, promote related other industries, and to promote entry of medium and large scale entrepreneurs to meat industry.

To develop goat rearing as a cottage level small and medium scale industry, encourage private sector investment, promote rearing improved species, popularize goat rearing on contract basis, improve health conditions, expand training on modern methodology of goat rearing, popularize goat milk consumption and to develop need based market oriented research.

To mobilize resources to reduce price of concentrate feed to reduce cost of production, increase production of concentrate feeds, popularize swine industry without adverse effects to environment, introduce improved species to increase productivity, popularize meat based food products and encourage producers in processing, transport and marketing of swine industry products. |
