| ANIMAL QUARANTINE & INSPECTION SERVICES |

The Animal Diseases Act. No. 59 of 1992 was enacted by the Parliament of Socialist Democratic Republic of Sri Lanka to ensure that exotic diseases are not introduced into Sri Lanka by way of import of livestock and livestock products and vice versa.
Accordingly no person shall import Animals and Animal products without a permit issued by the Controller of Imports and Exports on the recommendation of the Director General of the Department of Animal Production and Health.
No recommendation shall be made by the Director General without a certificate from the Veterinarian Authorized for that purpose. |

|
1. Any Person / Organization intending to import / export live animals / animal products should apply to the Director General of the Department of Animal Production and Health ( DG/APH ) using the relevant application form.
2. Duly filled application forms should be sent to the DG/APH together with all the prescribed documents.
3. Recommendation for the issue of Permit to import / export will be made after ensuring that all necessary requirements for such an import / export are met by the importer / exporter.

| B. BASIC INFORMATION TO THE PROSPECTIVE IMPORTER/EXPORTER |
|
|
|
|
|
1. Live animals (excluding poultry, dogs and cats) are required to be subjected to a pre-export quarantine in the country of export.
2. Consignments of animals should accompany a Zoo-Sanitary Certificate issued by the Government Veterinary Authority in the exporting country.
3. Consignments of animals will be subjected to an inspection by the AQ&IO, at the Port of Entry.
4. All live animals will be subjected to post-export Quarantine by the importing country.

Animal products have to be slaughtered and processed in establishments registered with the Government Veterinary Authority of the country of origin.
Applicant should fulfill health requirements stipulated by the Veterinary Authority of the importing country
Consignments of animal products imported into the country will be subjected to a joint inspection by the Animal Quarantine and Inspection Officer and the Officials from the Health Authorities. If the requirements are fulfilled, the consignment will be released. If necessary samples will be drawn for further investigations.
Separate documents are available with the Chief Quarantine & Inspection Officer giving detail information to a person who wish to venture on either import or export animals and animal products in Sri Lanka. They are as follows;

Document 3 - Importation of breeding Pigs
Document 4 - Importation of Horses
Document 5 - Importation of Zoo & Wild Animals
Document 6 - Importation of Dogs and Cats
Document 7 - Importation of Beef and Mutton
Document 8 - Importation of Pork
Document 9 - Importation of Semen
Document 10 - Importation of non-edible Animal Products
Document 11 - Importation of poultry
Document 12 - Importation of Cage and Aviary birds
Document 13 - Importation of Aquarium fish

| III. PRESCRIBED DOCUMENTS |
|
(a) Documents to be submitted along with the application form
(I) Specimen Health Certificate form which is to be obtained from the exporting country.
(ii) Documents to be submitted at the time of clearance at the port of entry.
(b)
(i) Import Permit
(ii) Zoo - Sanitary Certificate
(iii) Pre-export Quarantine Certificate if this is not indicated in the Zoo-Sanitary Certificate.
(iv) Vaccination Certificate in case of pet dogs and Cats. |

Animal Quarantine are carried out usually in two places namely at Slave Island ,Colombo for large animals and at Katunayake for Cage and Aviary birds. An importer who wish to have the animals quarantined in their own premises have to get prior approval from the Chief Animal Quarantine & Inspection Officer at least one month before the date arrival of the consignment.
A fee is charged from the importer to meet all the expenses incurred during the quarantine period.
Please note that Shipment of any consignment before obtaining the permit by the importer is done at his own risk because submission of application does not give a guarantee that a permit to import that consignment will be issued. |

| V. QUARANTINE INSPECTION FEE |
|
An inspection fee is charged at the port of entry for all consignments. In addition the importer has to pay the cost of quarantine services provided. Regarding importation of animal products the importer has to bear the cost of any laboratory test undertaken before clearance.

Different type of Application forms are available depending on the nature of consignment. These forms are available with the Chief Quarantine & Inspection Office located at Colombo.
* Under normal circumstances, the processing of every application takes minimum period of two weeks.
* If verification of information submitted is necessary much more time is needed to process an application.
* Non-submission of all the necessary Documents or submission of inaccurate information will cause further delay in processing the application.
* The Chief Animal Quarantine & Inspection Officer ( CAQ&IO) at Colombo should be informed at least Two weeks prior to the date of arrival of the consignment.

.State whether Chicken, Turkey, Ducks, Geese, Cage and Aviary Birds, or any other
. State whether Broiler, Layer Grand Parent/ Parents in Poultry (Chicken, Turkey, Ducks, Geese and Quails )or Types of Birds in Cage & Aviary Birds)
. Commercial Strain in the case of Poultry (Chicken, Turkey, Ducks, Geese and Quails )
. State whether Cattle, Goats, Horses, Dogs, Cats or any other type.
. In case of Meat and Meat Products state the Type of Meat, Type of Product, No. and nature packages & Quantity in mt/kg.
. In case of animals state the Type of Breed, No of Animals, Identification Marks Age or Date of Birth & sex of the animals.
The applicant should agree to abide by the conditions stipulated below :
Adhere to conditions stipulated by the Department of Animal Production & Health (DAPH) in respect to importation of Poultry, Cage and Aviary Birds, Domestic and Wild animals, Meat, Meat products and Edible offal into Sri Lanka.
To forward an International Veterinary Certificate at the time of entry conforming to Health requirements stipulated by the DAPH.
Inform Director General, Animal Production & Health on any diseases/ deaths among imported animals and birds during the period stipulated by the Animal Quarantine Officer.
To follow any other terms and conditions as may be stipulated by the DAPH from time to time.
